Outreach and Stakeholder Engagement: NBCP
Grantee States launching new background check initiatives for direct access employees under the Centers for Medicare & Medicaid Services’ (CMS) National Background Check Program (NBCP) will need to engage partners—and sustain relationships with partners—in their NBCP planning and implementation. Communicating and sharing information about program plans with the provider community, direct access employees, provider and professional associations, and other identified stakeholders is critical to obtaining buy-in and achieving goals. This resource document provides States with information on conducting outreach and communicating with stakeholders.

States should start by thinking about the various stakeholder groups that do or will have a relational link to direct access employees in long term care (LTC) settings. The State agency implementing the background check program may choose to use a Stakeholder Map to help identify agencies, individuals, providers, and other internal and external stakeholders they may work with.
States can inform stakeholders through: distributing fact sheets and press releases (see more below); providing informational presentations (see more below); posting notices and updates on State agency websites; and using media such as TV, radio, and newspaper.
A factsheet presents data in a format that emphasizes key points concisely. The layout is simple and often standardized (e.g., using a table, bullet points, and/or headings) and is usually on a single printed page.
A press release is a written or recorded communication directed at members of the news media for the purpose of announcing something newsworthy. Typically, press releases are mailed, faxed, and/or e-mailed to editors at newspapers, magazines, radio stations, TV stations, and/or TV networks.
An informational presentation can be developed for larger audiences. Presenting a PowerPoint slide show is a way of briefing stakeholders on important issues.
States may choose to share a variety of information with stakeholders. The following list provides some examples:
- The date the State joined the NBCP;
- The dollar amount of CMS funding the State will receive;
- A description of the overall goal of the NBCP, which is to protect LTC residents and beneficiaries;
- The State’s own specific goals and expected activities under the program;
- The State’s timeline for implementing the program;
- The types of employees who will be affected;
- Contact information for the State’s NBCP manager(s)/official(s); and
- Links to additional information.
